Coins without a mint mark indicate it was made at the Philadelphia mint.
As to the reason why...

In 1792, the Federal government was located in Philadelphia. Congress subsequently established its first coining facility (mint) in that city. Because it was the first and only (for a while) mint, coins produced there needed no mint mark. Subsequent minting facilities (New Orleans, Carson City, San Francisco, Denver, West Point) needed to distinguish their product via a mint mark, identifying where it was produced.
