You bend the tab over so that a pocket or other piece of cloth or other item is between the tab and button.

so its like an acessory then...the irony here is that i just went on a trip to a museum yesterday and their entrance ticket is like this. I had to put it over my shirt collar...So correct me if i am wrong is this made out of a bendable metal or plastic?

They are made of a soft metal so they bend easily.
