These are brand new, in the package. Each package has two straps (two white straps, two black straps). I bought a white strapless bra & a black strapless bra & these came with each bra so I could convert them into a regular bra, one-strap bra, criss-cross bra, etc. I never used them. The straps are adjustable as far as I can tell without opening the packages.
