More than likely just the country. I would tend to think that the Red Cross functions about the same the world over. Great question!!!

I would think, the Red Cross that's most controlled by their government, is the least Red Cross that are able to in the immediate time of need when your own government has allowed grave danger to their own people - at least the very beginning stages. Example would be Katrina in Louisiana.

Did you know that not only Red Cross was refused by Martial Law, orders from previous President Bush, but also the United States Navy, FEMA, and other government and non-profit organizations, where refused and ordered not to enter Louisiana to help the people for at least 3 days to a week after the catastrophe?

Another extreme strange situation that occurred during Katrina and the Red Cross, did you know that when all the radio stations banned the Dixie Chicks from playing on the radio stations because they said in Texas in one of their opening for a concerts when the war first started, "President Bush is not a Texan", that Red Cross refused a million dollar check from the Dixie Chicks that was for the victims of Katrina?

Anyways, thought you may want to know. And if you didn't want to know, well, you know it now! :-)

I didn't know what a "burr under your saddle", meant. So I had to research it... lol

This is what I got:

"A cockleburr, or sticker, under a horse's saddle would be very irritating and cause him to buck. The expression "burr under his saddle" means something that irritates someone enough that they will respond, so a burr under many saddles would mean this event/action has gotten a large group of people angry. "

Well, if I got "a large group of people angry", then good! Maybe people will get angry enough to care and be concerned to what's happening in their own country! :-)

Anyways, I didn't meant to get too political, but the seeds always needs to be planted for new growth, a new beginning - for all children to come... :-)
