I think it's a crinkle cutter. I have a different kind of one, that is kind of bow-shaped, with a plastic grip on the handle. You move it like you're rocking back and forth. We use it for everything from potatoes to cucumbers. Maybe this one was used for slicing pickling cucumbers to make sliced pickles :)
