You are bidding on a mythical dragon bracelet from one of New York's medieval festivals, complete with booklet translating the colors you see in the stone. The opal-like stone/gem is said to reflect the mood of the user, like a mood ring, but it's more of a novelty piece.

Great gift or accessory for any dungeons & dragons, fairytale or mythical story lover. Jewelry handcrafted by Pepi & Co in Connecticut. Measures about 7" in length.

I'm pretty sure it was from a vendor at an annual Renaissance Fair in NY... It's a really fun event, you can find their dates/locations at Renfair.com
