After you bake a cake or something, you put the stencil on top (on top of the icing if you want icing, sometimes this is done without icing) then sprinkle on powdered sugar, to get the cool design.

They can also be used for sprinkles, colored sugar and other finely sifted or chopped items to make a pretty design on the cake or frosting.
