Used Transformers Optimus Prime slippers, tag says size 2/3 but these seem to run small. I would guess that they are closer to size 1.

Yes, I think so. They were on the snug side on my son when he wore size 2, so I'm thinking that 12 or 1 would be more accurate than 2/3.
