Yes, These can be used as "Make-Up" postage. The rate is going up from .45 cents to .46 cents on 1-27-2013. threse would be perfect to send things with out having to toss those .45-cent stamps. Thanks for your question. Any other questions? Feel free to ask. :-)

heck i remember when they were only 35 cents and how people were having a fit when they were raising the price to 37 cents. right when internet started becoming really readily available. in the days of dial up!

Yes, but you would need an additional .45 cents worth of postage on the envelope, these are USA Stamps, just in smaller denominations. The rate is rising to .46 cents for an ounce. Unless you wanted to use 46 of these stamps, lol. :)
