That issue was Rotary Press printed on E. E. Plates of 400 subjects (full press sheet) and divided into four panes of 100 each, as the standard Post Office distribution sheets.

This margin line block of four is an example of the experimental "Dry Printing", which used less humid paper and special inks to reduce "bleeding" of the inks and produce clearer/cleaner imagery, being tested during that period, and was first issued in this form in March of 1956.
This Margin Line Block of 4 was removed from a sheet bearing plate #26613, less carefully that it should have been which resulted in the frontal "thin" on the upper frame lines of the top right corner stamp noted in red.
