Is this recipe flammable/inflammable?

It contains witch hazel,and witch hazel is flammable.But in such a small amount,and in conjunction with the other ingredients,i'm sure when using as suggested,the risk would be miniscule.Commercial hand sanitizer contains at least 70 percent alcohol(mainly ethyl) so in comparison,I would say at MOST the flammability risk would be the same,if not less.
