is this a router?

I couldn't get it to work as a router. It seems to 'capture' the first computer that is turned on. I couldn't get both computers to work at the same time.
I'm a software and network idiot, so I don't know why it wouldn't work as a router.
We used them at work and it works as a router.
I wish I could tell you more.
