World doll did not make dolls until 1989. Are you sure it is by World Doll since it is dated 1939?

Is this her original clothes? Was she made in 1939 or 1940? Does she have a number? Pictures are blurred and I would love to know more about her. I collect GWTW and have been looking for an original Scarlett and willing to bid as high as necessary to add her to my collection.
