Format of a HDD, Flash Drive or any Data drive means that there is no data on it at all. :-) If you format and Reload a computer you are wiping/cleaning off the HDD so there is no OS or Data and then Reloading/Reinstalling the OS ONLY/Recovery with Drivers depending on what type of disc(s) you use. Hope this extra information helps.
