No GIN, Sorry. Water Based? No, They Are Dry Soft Pastels. Details On The Package Say "Highly Pigmented, Soft Texture For Smudging, Blending And Layering, For Use On paper And Card, Protect Artwork With A Fixative When Complete" And Not Much Else, Definitely Doesn't Say Anything About Water Based Or Not.
