What does opc mean about ration coin?

Actually it's an OPA 1 red point coin. Office of Price Administration. I've heard two versions one that these were for giving change, the other that they were Meat ration coins, so maybe they were change for meat ration stamps. I do know they also had a similar type coin that was blue.
