GIN is "get it now". If a GIN is offered, then you can pay the GIN price and the auction is over, you won. If there is no GIN offered on the auction, then you can make an offer to the seller, but the minimum allowed by Listia is 2000 credits. Listia charges a fee plus 10 percent of the price to offer GIN and once an auction has started, a GIN cannot be set up if a bid has been made. When making a GIN offer, always consider if the seller is offering free shipping (more credit value) and that 10 percent will be extracted from your offer right off the top. Also, most Listians go by a pretty close estimate of $1=1000 credits. The actual value per credit is flexible and is often offset by free shipping. Never buy credits - it's a bad deal. Listia wants you to LIST, so their credits are outrageously priced. I hope this helps.

this maybe a stupid question, but what happens after a person wins in an auction? Does the owner of that auction contact the winner or vice versa

Both can happen. When you win, if you aren't just sitting there watching the auction then the seller may send you a message saying you've won. If you reload the page after a couple of minutes, it will give you the window to send your address.
