Yes it came with our 4 mth old puppy..he only had her for a mth and she wasn't on leash much...I bought the regular type of leash when we got her to use....there is a few very small scratches on the back on the bottom, but it works great and is in great condition. She was only about 12 lbs if that when we got her so there wasn't much use on the leash.
