Talking about licenses. This is a Steam Gift.
The purpose of the "gifts" is to buy for other people. When you buy a game on Steam have the chance to add to your account or make gift, this allows you to transfer them to other accounts.

TehStewy is correct in general, but Steam games are an exception to the rule, because Valve has basically said that we can trade games as long as they are not used. They even gave us a trading system in the Steam client.
