How many inches in width is the waist unstretched?

The waist unstretched is 35 1/2" and the hips unstretched is 39". These were given to me by a friend so I am not positive if they are juniors or women. I wear a size 18 and they do fit me but I think they would look cuter if I was a little smaller. Actually everything would look cuter if I was a little smaller LOL.

The design looks like juniors, so I would guess these are juniors.
