Yes, its a range. Any one who's in a small will fit this, that's the smallest. I think the biggest it will fit is someone who is a petite M ...maybe an average M could squeeze in it but please remember it is 100% cotton so there is no stretch.

I've measured and this has a 27" waist with a 30" inches belt. I looked it up and I'm guessing this is a size 4 in women's. And yes, Niomee_Sarah this will fit a junior 7. But only if your measurements correspond. According to the chart they do.
