If you don't like the fact that the seller cannot send it out for 3 weeks... Then don't bid in it.
I've had money problems before and I understand his situation completely. I'm gonna bid on it and I'm find with waiting 3 weeks.
At least he's telling everyone before they bid, so like I said before, If you don't want to wait then that problem is easily solved... Don't bid and you want have to worry about it and you will be one less person I have to bid against.

Unless otherwise agreed upon by both the winner and seller, you must ship items out within 7 days from the day you receive the winner's approved shipping address and shipping payment (if applicable)
Sonic 360 has his shipping time frame in his listing letting everyone know before they bid that he can't mail for 3 weeks. So if anyone bids, apparently they agree with his time frame and are okay with it.
