According to information I found online about this patch,
the Confederate Seal was the seal of the government consisting of 11 states that voted to secede from the United States, which led to the American Civil War. The patch features George Washington on a horse, surrounded by a wreath of the Confederate States' main agricultural products: wheat, corn, tobacco, cotton, rice and sugar cane. The seal features the words “The Confederate States of America: 22 February 1862” and the national motto, Deo Vindice (“Under God, Our Vindicator” or “With God as [our] Champion”).

The date on the seal is when Jefferson Davis was inaugurated after the only Confederate general election, which also was George Washington’s birthday.
