Fiskers paper cutter for scrapbooking. Cuts through paper cleanly with a small razor blade. Can be used as a freeform mouse or with Fiskers shape templates (not included). Comes with an extra blade.

It is nearly brand new. I have other tools I prefer. The second blade has never been used.

do you need to put something under it when you cut?

Well, it IS a papercutter. It will, like any knife-life tool, cut through any number of layers, depending on the material and amount of pressure. I recommend a cutting board or several sheets of newspaper if you'd only like to cut one layer.
